New 2023 Governmental Regulations on HVAC Efficiency & What They Mean

Seasonal Energy Efficiency Ratio, or SEER, is the number representing an air conditioner’s energy efficiency rating. The higher the SEER, the better the energy efficiency. Similarly, heat pump efficiency is measured by a heating seasonal performance factor, and furnace efficiency is measured by annualized fuel utilization efficiency.

Minimum efficiency ratings are regulated, and requirements change as technologies advance to allow for greater energy savings. In the Dallas-Fort Worth area and across the Southeast, the required SEER minimum will increase in 2023, from 14 to 15.

Who Controls HVAC Efficiency Regulations?

The U.S. Department of Energy works to determine where reductions in energy consumption can be made by reviewing:

  • Current technology
  • Testing procedures
  • HVAC system requirements

These changes benefit the environment and help save homeowners on their utility bills.

What Are the New HVAC Regulations?

In the Dallas-Fort Worth area and across the Southeast, the following new regulations will be required for all HVAC systems manufactured in the United States, starting January 1, 2023.

New SEER Regulations 2023

  • Air conditioner ratings will increase from SEER 14 to SEER 15.
  • Heat pump ratings will increase from 8.2 to 8.8 HSPF.
  • Furnace ratings will increase from 80% to 81% AFUE.
  • All HVAC systems will be required to pass more rigorous testing conditions and requirements that better reflect HVAC performance.
  • All HVAC systems will measure efficiency using SEER2 and HSPF2 instead of SEER and HSPF.

What if My HVAC System Doesn’t Meet New Regulations?

You don’t have to worry if your HVAC system doesn’t meet new efficiency regulations. This requirement will only apply to HVAC units manufactured or installed after 2023.
